The "connection refused" generally indicates that dovecot is not running for
some reason. If you can login (telnet/ssh) on the server then enter:
> /etc/init.d/dovecot restart
and see what messages you get. If none, then after your prompt comes back
just do a "telnet localhost 110" and see if you get a connection or still get
the "connection refused". If refused, dovecot is not starting and that will
need to be traced down. If connecting, then typeing "quit" will close the
window and you can test from Thuderbird or your mail client.
