This is not the case for US,
We have a Twin Quad Core Xeon,
2 GB Ram,
Twin sata raid 250 gb
And adding takes 5-12 seconds on peak usage (200 vsites arount 800 users),
(which is not instant, bit slow but acceptable)
Runing on Nuonce ISO Latest.
We have seen a different problem though, that sometimes the restart
operation while adding users is not done/finished. (which I think is your
case) , I have tried to find the root cause but the logs don't show much,
this happens ocassionally once a month in every other server.

This is a Developers FYI.
My ongoing email issues appear to be caused by BQ's extremely slow updating
of email records.
Developers may not be seeing the issue, because it seems to be created when
a machine is somewhat loaded, as in a typical production environment.
BACKGROUND:
Adding a new email account or alias can take 5-20 minutes to update.
In the meantime, should anyone attempt to use the account before the system
updates, there will be an error invoked.
The problem now goes 2-fold when the client system caches the error message.
So, long after the system does update the record, the user is still
receiving error messages, thus believing that there is still a problem with
their email setup.

SOLUTION:
1) manually restart sendmail (a real hassle in production)
2) speed up or refine the email records automatic updating process
