Add something like this to the include file for that site (sing that actual 
directory path).

pico -w    /etc/httpd/conf/vhosts/site18.include

<Directory  /home/.sites/81/site18/web>
AllowOverride All
Options All
</Directory>

Or look at the (e.g.)
/etc/httpd/conf/vhosts/site18.include
and
/etc/httpd/conf/vhosts/site18
of the site that you fixed last time.
