Update,
[root@ns10 /]# netstat -tupan | grep http

LISTEN 5270/httpd
tcp 0 0 10.1.1.15:443 0.0.0.0:*
LISTEN 5270/httpd
tcp 0 0 10.1.1.12:443 0.0.0.0:*
LISTEN 5270/httpd
tcp 0 0 10.1.1.12:80 67.78.118.224:2921
ESTABLISHED 10976/httpd
IT does not appear that there is 444 running, but still it will not start.
