The file must be old, as my srvers logwatch indicates that;

	DELETION: [fsn3.frontstreetnetworks.net]
/usr/sbin/poprelayd.custodiat
	Inode	Permissons	Size	Created On
	50579	-rwx------	401	Nov 10 06:57 2006

Which I assume was deleted by a "yum update".
Maybe, run "yum update" will fix the issue.
