Subject:  [coba-e:10465] Error after adding "abuse" account

One of our users added an "abuse" account, and now access to the entire 
server is blocked.  (Ver. 4.2)  Going to the website gives the following 
error:


  Forbidden

You don't have permission to access /error/forbidden.html on this server.

Additionally, a 403 Forbidden error was encountered while trying to use 
an ErrorDocument to handle the request.

I have console access and root access, but not still being a linux 
newbie, I haven't a clue how to clear this.

Any thoughts?
