Looks like you found the culprit then. The user is pulling messages off
the server and onto their mobile device.
You might want to have them change their clients from using POP3 to
IMAP. That way, their email will be stored on the server and will be
the same no matter if they use their email client (ie: Outlook),
webmail, or mobile device.
This is very popular with our customers.
