After removing the firewall, it still failed.  This is why I feel it is
either in the box itself (software, config, bad quantum flux capacitor), or
perhaps this is something inherent to certain ADSL modem/routers.  I use a
Netopia 3347WG-ENT, on a AT&T ADSL connection.  Nothing on my network, that
I know of, has changed, but that is a good idea so I'll call them Monday.
The server has been running on a Dell PE350 with dual NICs, but I was only
using NIC 1.  

I ended up doing the following:

1.  Manually copy /etc/sysconfig/network-scripts/ifcfg-eth0 to ifcfg-eth1
2.  Edit it accordingly to change DEVICE = eth1 and set the correct IP that
the vsite was assignend
3.  Deleted ifcfg-eth0:0.  
4.  service network restart

I was able to access the virtual site (against the "properly" configured
eth1) and life was good.

Convoluted way to accomplish something that should be simple, but it was all
I can think to make this work.  I'm sure it will break again, but I can
script this so that upon reboot, it sets this up how I have it.  Now that I
have it working, I can use the other server to take my time to understand
what might be happening, run a packet sniffer, etc.
